Summary:

The Business Development Director – Technology & Professional Services is responsible for originating, advancing, and securing high-impact investment projects in priority sectors including technology, financial/professional services, cybersecurity, defense tech, fintech, BPO, and emerging industries such as AI and IoT.

This role leads proactive company engagement efforts, manages investment opportunities from initial outreach through operational establishment, and contributes directly to the achievement of Invest Puerto Rico’s organizational KPIs related to job creation, capital investment, and sector diversification.

Primary Functions and Responsibilities:

  • Develop and execute sector-specific business attraction strategies aligned with Invest Puerto Rico’s priority industries within Technology and Professional / Financial Services.
  • Identify target companies with expansion or relocation potential based on market trends, corporate growth trajectories, and strategic fit.
  • Conduct ongoing analysis of industry dynamics, competitive jurisdictions, and investment drivers to inform outreach priorities and Puerto Rico’s value proposition.
  • Develop and deliver tailored proposals and presentations highlighting Puerto Rico’s competitive advantages, including workforce capabilities, infrastructure, incentives, and market access.
  • Manage the full lifecycle of investment opportunities from initial engagement through site selection and operational establishment
  • Serve as the primary point of contact for prospective companies and investors throughout the relocation or expansion process.
  • Coordinate with internal teams and external stakeholders to address permitting, infrastructure, regulatory, and operational requirements.
  • Establish and maintain strategic relationships with global and local technology companies, professional and financial services firms, capital allocators, incubators, accelerators, innovation hubs, and industry leaders within target sectors.
  • Act as the primary liaison between the organization and key stakeholders to facilitate investments and partnerships.
  • Collaborate with internal marketing, research, and public policy teams to align sector positioning, investor messaging, and project execution.
  • Partner with relevant government agencies and private-sector stakeholders to support the successful establishment of investment projects.
  • Monitor project progression and contribute to the achievement of organizational KPIs related to investment attraction, job creation, and capital investment.
  • Perform other duties as assigned by the Chief Business Development Officer and/or a C-Suite executive, or the Senior Business Development Director in support of the organization mission and mandate.

Requirements

Professional Requirements and Qualifications:

  • Bachelor's degree in Engineering, Economics, Finance or other business development related field. An advanced degree is preferred.
  • Ten plus (10+) years of experience in business development, investment promotion, or a related field, with a focus on the technology sector.
  • Proven track record of attracting and managing large-scale investments and fostering industry partnerships.
  • Strong understanding of the technology sector, including trends in innovation, infrastructure, cybersecurity/ defense tech, fintech, BPO’s, emerging industries such as AI and IoT and logistics.
  • Familiarity with Puerto Rico’s business ecosystem, regulatory environment, and incentive programs.
  • Energetic, self-starter, results oriented and the ability to work effectively in teams and in an entrepreneurial/innovative environment.
  • Exceptional interpersonal and relationship-building skills.
  • Strong analytical and problem-solving abilities, with a data-driven approach to decision-making.
  • Excellent communication and presentation skills, with the ability to engage both technical and non-technical audiences.
  • Ability to manage multiple projects simultaneously and meet deadlines in a fast-paced environment.
  • Bilingual in English and Spanish
  • Availability for frequent domestic and international travel.
  • A strong desire to have a positive impact on Puerto Rico’s economic future.
