Description

Invest Puerto Rico, a not for profit which mission is to bring new capital investment and business to Puerto Rico is searching for a Program Manager for their new Employer Workforce Concierge Program.

This program will provide custom workforce support, recruiting, and training services to high-priority companies looking to relocate to – or expand operations within – Puerto Rico and will help employers navigate the many resources available to them, ultimately ensuring that they have the workforce talent required to be “Day 1 ready” for business.

The Program Manager will be a 2 year contract role who will be the sole owner and operational executor of early program pilot(s) and an eventual full program. Main responsibilities include:

  • Acting as single point-of-contact for employers as it pertains to developing workforce talent solutions
  • Meeting directly with employers to understand their specific needs – e.g., existing talent demands, roles to be hired, whether standard or custom skills are required, whether on-the-job training is expected, or full skills are required upon hire
  • Working with recruiting agencies, industry associations, and Department of Labor to identify potential existing talent pools / job candidates
  • Identifying best-positioned providers (universities, two-year programs, short-form training providers) to conduct any necessary training, then working with both provider and employer to co-design and deploy custom curricular solutions (if applicable)
  • Guiding employers and/or employees through process of identifying and accessing potential funding sources related to talent needs (e.g., WIOA federal funds)
  • Serving as overall project manager to ensure smooth, organized, and timely fulfillment of company talent needs
  • Collecting and reporting out on program data and KPIs
  • Embedding closely with the InvestPR pipeline/deal team, to both identify employer workforce opportunities as well as ensure the workforce concierge offering is integrated with the full employer incentive package
  • Bringing InvestPR and DDEC team members with specific expertise (e.g., by industry/sector) into employer conversations as needed, to build credibility and common understanding
  • Establishing and maintaining relationships with close partner recruiting agencies and industry trade associations
  • Identifying key trade shows and career fairs, then representing InvestPR and/or employers as is relevant
  • Maintaining all program materials in the employer self-service workforce portal on InvestPR’s website
  • Growing program beyond initial pilots
  • Reflecting on program successes and challenges

Requirements

  • Bachelor’s degree e.g., Education, Business, Social Work, Human Resources, Industrial Engineer
  • MBA desirable
  • 3-8 years of experience, ideally with some time spent working in a workforce- or talent-related role – e.g., for a university career center, a community relations/employment center, an employee relations / HR / recruiting role within a corporation
  • Fluency in both English and Spanish language
  • Relationship management
  • Customer service orientation
  • Project management
  • Understanding of the Puerto Rico educational ecosystem and government programs (DDEC, Dept of Labor, WIOA) – either an incoming familiarity, or an eagerness to learn on the job
